The Cabinet approved a Royal-Decree Law on economic sustainability measures which includes an Emergency Action Plan for Energy Savings and Management in Air Conditioning, to reduce energy consumption in administrative buildings, indoor public spaces and commercial establishments, and to facilitate fulfilment of the European commitments deriving from the conflict in Ukraine, explained the third Vice-President and Minister for the Ecological Transition and the Demographic Challenge, Teresa Ribera.
Those buildings may not be cooled to below 27 degrees centigrade nor heated to above 19 degrees centigrade. The entrance doors must have automatic closing mechanisms and the lights in display windows must be switched off at 10 o'clock at night. In addition, an extraordinary review of the boilers and thermal installations of those buildings must be undertaken before the 31st of December 2022 if the last review was before the 1st of January 2021.
The regulation also includes measures to replace fossil fuels with renewables. With that aim, the procedures regarding electrical grids and infrastructure will be speeded up, the injection of renewable gases into the network of gas pipelines will be facilitated, and storage and self-consumption will be promoted. "We cannot permit ourselves the luxury of wasting a single kilowatt-hour", said Teresa Ribera.
